Richard Charles Tolbert is a 1962 graduate of Central High School of Kansas City, Missouri and of Yale University. He served on the  City Council of KCMO from 1971 to 1974, and has been a 14th Ward committeeman since 2002, and has been an elected Trustee of Metropolitan Community College since 2004.
